While it may seem like a technicality, none of those are orders from the Obama administration. The FBI has already shown itself to be willing to meddle in elections on behalf of the Republican party, so it’s not a stretch to believe that FBI or JD would crack down on protesters, if for no other reason then to discredit a Democrat or even black man’s words.
Also, many of those examples are of local law enforcement.

every domestic incident here, the feds declined to prosecute and protect the rights of occupy protesters.
