These are NOT nachos. Proper nachos start with a fully round tostada. Schmeer on the refritos about a 1/4” thick. Place the jalapeños and cover with a generous handfull of shredded cheese. Now broil/toast them till the cheese has melted.
Cut into quarters and plate.

Congestion will increase with the added car lane. And that’s a fact, Jack! Every added lane to highways everywhere has attracted more car traffic and resulted in no commute time improvement. Capitalism only successfully exists when well regulated and taxed to support the infrastructure that allows it to exist. I always dreamed of an oceanside clifftop home North of Bodega Bay - settled for a hilltop 130 miles inland. But still had faith in our Country’s promise of the ideals of The New Deal. We have failed to continue the middle class progression of the post WWII economy.
