Wily was literally starving all the time. He wasnt able to run top speed because he didn’t have the energy and his muscles are atrophying.
Though this is still mostly all his own fault. He always bought machines to try and catch the road runner instead of exercising and if he could order dumb contraptions, he could have also just ordered Domino’s.
