From what I read, the shipping container thing was a terrible idea because they aren’t that spacious especially when you still have to insulate them and guess what medal is really good at transferring.
Shipping containers are a bad idea because 1) you need to cut holes for doors/windows and that destroys the stack ability, 2) any shipping container old enough to not be resellable (and therefore costly) is not in a good condition to make a house out of, 3) you still need a foundation and pipes/power so you’re not saving that much money compared to a wood frame, and 4) steel sucks at insulation like you said (not to mention shipping containers don’t have eaves).
The talk about containers as housing made me think about how at least here in Sweden we use modular baracks that can quickly be assembled at job sites, they contain everything from offices, to showers, to kitchens, to toilets, to personal rooms and more.
These have wooden walls, are insulated, can easily be put up with interior doors between the modules, you can stack them, some even have interior staircases.
These are insanely common here, if you need to cheaply house people, using these modular units seems far better than using containers.
I am sure there would be a market for redeveloping units into apartments.

Tbh we totally have these in the USA too, people here just get really excited about tiny houses and shipping container homes for some reason
