At this stage Israel controls the Rafah crossing, so Egypt doesn’t have a way to send stuff in unless they try to force the issue with military involvement.
And obviously they’re dependent on the US for military aid, so if they tried they’d get cut off immediately.

What I got from the article was some marginal complicity rather than June 2013 being a full-fledged US-supported coup. The US should’ve taken and should take a harsher stance against the Egyptian military junta, but that’s one thing and the US being implicated in the coup is another.
