The bans in Dutch schools are not only during the lessons, which they always have been, but now fully during the school day, having to lock away the phones at the start of the day and unlock them at the end, meaning they can’t have them during breaks either.
I took a look st the statistics, I presume you mean more people not going to traditional schools. There is no data published for 2024 yet, but there was a massive peak in 2022-2023, but this is attributed mostly to a big spike in immigrants coming to the Netherlands in that period too. When I was a teenager you weren’t allowed to have a phone in class, some schools you couldn’t have one all day but that was a rule imposed by the individual school. I’m not sure it is a law but it is the government that decided they are be banned on all schools, so it’s nationwide policy now.
When did phones no longer become banned in school?

I’m curious. Did this change in policy coincide with an increase in richtingsbezwaar filings?
